Also, complete tear downs and rebuilds of CO boilers and associated units, and changing reformer and choker furnaces from hard lining to ceramic fiber lining.

WHY ARE TIU'S SO COSTLY?
Worked on a very limited schedule, are more complicated, costly, and time consuming than was originally planned.
Materials and installation do not measure up - one of the reasons the "oil in" date is not met is refractory (one of the last items on the bar charts). Proper refractory material selection, manufacturer's testing, testing of installers, installation quality, installation timelines, and refractory inspection and approval are where delays are experienced.
Completion of turnaround activities are delayed - scaffolds can't come down, debris removal is delayed, units can't be re-assembled, and doors can't be closed until refractory installation has been inspected and approved.
